GH is including a different version of underscore.js on the view-issue and issue-nav pages in JDOG, breaking those pages in IE

this is IE only afaict

There is a bug/problem in Backbone.js that means it cant work properly with underscore.js 1.4.4.

Recently, greenhopper:

1. started using underscore 1.4.4
2. added a resource into the view-issue context that pulls in GH's underscore 1.4.4

There is no situation where GH should be including underscore on view-issue or issue-nav pages.
