As a Rapid Board owner, I would like to share boards with users without allowing them to copy them (i.e enforce the create shared object permission for all board creation operations)

We use JIRA for a large open source project and have shared our product roadmap with the community via a rapid board with a shared filter. The community does not have the global right to share filters but they are copying the rapid board and cluttering our rapid board list as a result. It is also confusing our community because they do not know which one to pick.
