If "View on Rapid Board" lands on Plan Mode, we aren't jumping to the selected issue

The reason I've marked this major rather than minor is because when a user clicks on "View in Rapid Board", they actually EXPECT to view it in the Rapid Board. They don't expect to have to hunt for it.
