Using keyboard shortcuts for issue operations has wrong issue selected

See video. Steps to reproduce:

1. Go to rapid board
2. Select an issue
3. Open detail view
4. Close detail view
5. Select a different issue
6. Use a keyboard shortcut to do an issue operation (e.g. 'A' for assign)

Notice in the dialog for the issue operation that the first issue key is referenced, not the second.

Note, this doesn't seem to be a problem when using the 'dot dialog'.

Also, going through with the issue operation does indeed affect the previously selected issue, and not the current one.
