Edit Saved Filter is will not change

      Go to rapid view config page
      Click and try to change Saved Filter

      Even if you have permission to view the filter, you get an error that you don't have permission. Was also able to "change" the filter, only to be redirected to the Manage Rapid Views page and it was still on the old Saved Filter.
