Send to top/bottom does not work properly if first/last issue is subtask

Send to top/bottom ranks against the first/last rankable against issue, so normal issues against subtasks and subtasks against subtasks. This is not entirely correct, as a parent can be ranked against a subtask, in which case the parent of the subtask would be used to rank against.
