Description
SiteMesh in 5.0 is more strict about what it accepts, we need to have a proper structure of
<html><head></head><body></body></html> in order to get the head elements inserted at the correct place.
Parts of this cleanup should be to move whatever variable we currently create in velocity out into a resource file, to ensure its loaded at the correct location/sequence inside the page (e.g. the GH namespace needs to be defined already for GH.abc to not explode)
Work doable in 4.4, to be forward compatible.
