Ctrl-clicking and dragging only drags the last item clicked on the planning board

On the planning board:
1) Click on issue A.
2) Ctrl-click on issue B.
3) Ctrl-click and drag issue C to a new position as a single action (don't select C first).

The expectation is that A, B and C are all moved (they all have the orange glow). However, only C is moved.
