Branch model should handle JIRA running in other languages

If a user sets up JIRA in German, the "New Feature" issue type has the name "Neue Funktion". Unfortunately, Bitbucket Server's issue-type-to-branch-model matching is based on the issue type name. As a result, the branch model doesn't work.

Until we implement BSERV-4139, ensure that we support the default issue types for our 4 supported languages (English, German, French and Japanese).
