We using encoding iso-8859-1 in Jira to support norwegian characters in attachments.
"New card" in GreenHopper do not support this encoding. It looks like encoding is UTF-8, but Jira handles it as it is iso-8859-1. Is UTF-8 encoding hardcoded?

Workaround
Converted Jira to UTF-8.
