JIRA Kanban board doesn't show spinner

Summary

JIRA Kanban board doesn't show spinner (progress/waiting indicator) during loading the board. This leads users to think there are no results and reload the page.

Environment

• JIRA 6.4.12 (could be any compatible)
• JIRA Agille > 6.7.7 ( 6.7.6 and below are not affected)

Steps to Reproduce

1. Open slow loading board

Expected Results

To see spinner. Loading of gh-rapid-common-css/images/rapid/gh-spinner.gif

Actual Results

No spinner. No image loaded.

This regression was introduced in 6.7.7
