Versions unable to be viewed within projects

Summary

When viewing a project within JIRA, the 'Versions' tab on the left hand menu does not show up. When viewing issues within the backlog of the project, there is no 'version tag' within the issue description.

Environment

This appears to be happening in environments running JIRA v6.5-OD-05-041

Steps to Reproduce

1. Log into Cloud instance
2. Select a project that has versions configured
3. Attempt to click on versions within the left hand menu
   1. The 'versions' menu item is missing
4. Attempt to view the version listing in the backlog issue description
   1. The 'version tag' is not visible

Expected Results

'Versions' should be viewable / clickable in the left hand manu
The 'version tag' should be viewable on the issue description when looking at issues in the backlog

Actual Results

Neither of the above mentioned are viewable

Notes

This appears to have started over the weekend when customers were updated to JIRA v6.5-OD-05-041

Workaround

If the customer has no board configured they will not see the versions tab
If a customer views the Agile board associated with the project, they should see the 'versions' tab on the left hand side along with 'epics'
