Problem Definition
In the documentation only mention about:-
You must be an administrator to create or edit reports.
Suggested Solution
Insert additional information:-
"Service Desk Agent" permission is needed to view Report. Without "Service Desk Agent" permission, Administrator can't view, create or edit reports.
