JSD does not support the reuse of labels in a new type label custom field

To reproduce:
1. Create a new custom field of type label
2. Add this custom field to a JIRA service desk project, field configuration and request type
3. Reindex
4. Create a request and type in 'munich' - it creates a new label.
5. Create another request type and very slowly type in 'munich'

Witnessed result:
nothing pops up and JSD suggests to create a new label called 'munich'

Expected result:
the existing munich label should have been suggested.
