Add the ability to find users who are not added to a project to be able to be found in a user picker field on a request form when they do not have access to submit a request themselves

      Currently, when searching for customers in a user picker field on a request form it is not possible to find customers who do not have access to the project that the portal is configured for if the customer permissions for the portal have been set so that a customer must be added to the project in order to be able to raise a request.

       
      The use case would be a customer who does not have application access submits an issue for another customer and is trying to define the customer's information in a user picker field on the request form.

      At this time the customer submitting the request is only able to find other customers who have been added to the project. In some instances the customer the request is being submitted for should not have access to the project/portal making it impossible to use the user picker field currently.

      It was found that a user is able to find the customer using the same user picker field if searching after logging in to jira and they have browse users permission assigned to them
