      NOTE: This suggestion is for JIRA Service Desk Server. Using JIRA Service Desk Cloud? See the corresponding suggestion.

      It would be good to be able to create Request Types and not have anyone see them until you have finished developing them and then publish them. Otherwise development of requests has to be done after hours to avoid users using the request before it has been finished
