Can not open Approvals or Transition in the CP configuring dialog in the workflow if the workflow name has a slash "/"

Summary

Approvals AND Show transition in the customer portal configurations are not possible on workflows that has a slash "/" in the name.

Steps to Reproduce

1. Create a workflow for SD project with a slash in the workflow name
2. Choose a workflow step, click on the Configure link to Add Approvals
3. OR Choose a transition, click on the Configure link to Show transition in the customer portal

Expected Results

Configuration dialog appears

Actual Results

the server responded with a status of 404 (Not Found) shown in console and menu is not displayed

Workaround

Copy the workflow to a new name without the slash and associate it to the project
