Issue Summary
The virtual agent stops responding when it can't detect a matching intent.
Steps to Reproduce
- Access the portal and choose "Chat with virtual service agent"
- Initiate a conversation with the virtual agent by asking a question
- The virtual agent will try to answer the question or give the option to raise a request.
- Follow up with a second interaction, rephrasing the previous question (or using the same statement)
- The virtual agent will try to answer the question or give the option to raise a request.
- Interact one more time with the same or a different question.
- Now, the virtual agent become unresponsive.
Expected Results
If the virtual service agent detects no intents (or detects any intents with low confidence), the customer is asked to rephrase their message twice. If the virtual service agent still detects no intents, then it starts the escalate standard flow.

Actual Results
The virtual agent becomes unresponsive.
Workaround
Click "Clear Conversation" on the top right corner. Then the conversation will be restarted.
