Issue Summary
Customers now can opt-in to download email attachments through a secured link that does not require going through the Portal.
However, the download fails with a permission error if the Customer Account is migrated to an Atlassian account.
Steps to Reproduce
- Opt-in to attachment via secured link
- create a request as/on behalf of a user that has a customer account.
- Insert a public comment in the request with an attachment (e.g. a PDF file)
- The customer should receive a notification with a link to download the attachment directly without login into the Portal.
- As a site administrator, go into the admin area, select the customer account and click migrate to Atlassian Account.
- After the migration, as the user, try to click the link in the email again.
Expected Results
The user can download the Attachment
Actual Results
The user gets a Permission denied error in a new browser tab.
Workaround
In the email, click "View request" and access the attachment from the Portal.
