Using Cyrillic symbols as the Service Desk Name along with the Group name (being Cyrillic), prevents the user from creating Customer Requests in that Request type in IE8 & IE9

Steps to produce:

1. Create a new Service Desk using Cyrillic symbols name
2. Navigate to Customer Portal and add a new Group using a Cyrillic symbol name as the group name (for instance use тест)
3. Go to View Customer Portal, and create a Customer Request in the Group that was created earlier.
4. Click on the Create button

Expected Behavior:
The request is created

Actual Result:
The request is not created and no Error appears in the logs nor the UI.

Problem is reproducible on IE8 and IE9.
