Create KB button no longer works

      Description

      Steps:

      1. Configure a KB for a Service Desk.
      2. View an issue in the Queues.
      3. Click on 'Create KB Article'

      Expected result:
      Inline dialog opens and user is able to create a article

      Actual result:
      It does not open.
