CSV Importer should be able to automatically map constants such as status, issue types. So when you import a CSV file and forget to map "Open" to "1", the importer is intelligent enough to map it correctly. Optionally, the importer can also create issue types, priorities and resolution on the fly

This will be an option when you import.
