Setting the default sort order when viewing Comments/History

I've had a bunch of requests from our users here to be able to define the default sort order for Comments. Sometimes the Comments/History are shown in Ascending order and other times in Descending order. How is this order determiend and how can we set this to a preference? Ideally, the default should be the latest comments on the top of the list.
