Allow for downloadable resource plugin type

      In Confluence you can specify "downloadable resources" through your plugin. See http://confluence.atlassian.com/display/DOC/Downloadable+Plugin+Resources

      This uses some Atlassian Plugin code but also specific integration with Confluence. We should be able to adapt this for JIRA.
