Under normal operation, you can only delete a user if they have no reported issues and no assigned issues.
However, if the issues reported/assigned are in a project that you dont have browse permission for, then you can delete the user ![]()
It seems as though the check for assigned/reported issues is going through the navigator permission checks - whereas it should be exempt from any such check. (if you go to view those issues in the navigator then you want to apply the permissions
