Rethink the search return count for Manage Filters screen

The Manage Filters screen currently displays the count for each search filters. While the individual searches may not take a long time, getting a count for all filters when you have numerous filters is a real problem. In JIRA data with user mark@atlassian.com, you usually can't get to the manage filter screen since the page times out. My guess is that the coutn is causing this (unconfirmed).

If the problem can is confirmed, we should either remove the count or Ajaxify the counting. The page will load much quicker and the count information will still be available
