Link to posted file attachment in comment associated with file attachment

When I post a file attachment (e.g., a patch) to an issue, JIRA solicits from me a comment to be added to the issue.

I'd like it to be clearer on later review of the issue that the comment is related to the file attachment. I'd like the comment to be clearly identified as being a "Comment associated with a file attachment", I'd like it to link to that file attachment. And then at the top of the issue, where file attachments are summarized, I'd like each file attachment to have a link to its associated comment when present.

I posted an attachment and comment, and then there was some confusion by developers who found the issue, read the comment, but didn't see the file attachment, which is too easy to overlook at present.
