If the CSV importer fails halfway during an import (eg. due to invalid CSV), you have a problem. Half your .csv file is imported, and rerunning the importer on the same .csv will duplicate the already-imported issues. It would be nice if the importer had the option of ignoring issues it has already imported (eg. by checking the summary+type+project).
