Issue Summary

Autosuggestion for Labels with starting with # does not work in Jira 11.x

Steps to Reproduce

1. Create a issue and add label starting with #, For eg, #abc
2. Go to another issue and try to add the label with #a the abc label should appear but it does not, Instead it asks to create new label

Expected Results

'#' label which exists should appear in dropdown

Actual Results

It does not show the existing label.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
