Issue Summary
When Pressing the shortcut key "a" to assign a ticket in the issue view page, there should be a focus on the assignee field. Currently, it no longer has "assignee" as the focus field.
This is reproducible on Data Center: yes
Steps to Reproduce
- Install 10.3.X
- Click on any issue and press the shortcut key "a"
- There is no focus on the assignee field
Expected Results
Focus should to set on the assignee field

Actual Results
There is no focus on the assignee field, and it requires you to manually click on the drop-down for assignee.

Workaround
- Pressing the shortcut key "a" and then shift+tab will set the focus to the assignee field
