Issue Summary
Keyboard focus moves inappropriately when the "Enable/disable keyboard shortcuts" link is activated.
Steps to Reproduce
- Open the "Home" page.
- Navigate to the header section > "Help" button > "Keyboard shortcuts" menu item > a modal appears.
- Using keyboard, navigate onto the "Enable/disable keyboard shortcuts" link and activate it.
- Observe the inappropriate movement of keyboard focus.
- Note that the focus moves to the top of the page inappropriately.

Actual Result
When the "Enable/disable keyboard shortcuts" link is activated with a keyboard, the dialog gets closed and focus moves to the top of the page inappropriately. Instead of moving to the parent element (Help) that triggers the dialog. This illogical focus order might make the page difficult to understand for the keyboard and screen reader users.
Expected Result
Ensure that the keyboard focus is managed correctly. When the triggering element is not available, then make sure that the focus returns to the parent element that triggered the content. In this scenario,
make sure that when the user activates the "Enable/disable keyboard shortcut" link, the focus returns to the parent “Help” menu button. This can be done with the “focus” method.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
