Display Announcement Banner on all pages when in Mobile view

      Summary

      Currently, in the mobile app and in browser mobile view, the Announcement Banner is displayed only on the Login page.  When we enable desktop view in the mobile browser, the Announcement Banner is displayed on every page.

      Feature Request

      We have a customer who needs to display an alert in the banner on all Jira pages, stating Jira system contains sensitive information.   We need to display the announcement banner in all in mobile app and mobile browser view pages.
