Issue Summary

Page https://confluence.atlassian.com/adminjiraserver/configuring-contexts-and-default-values-for-the-description-field-1047552727.html does not mention that the System Fields left side menu is only available starting on version 8.16 of Jira - it only says this is DC exclusive.

We had tickets and feedback that users could not find the menu so it would be best to add it to the banner.

Current banner says:

This functionality is only available with a Data Center license.

Suggested banner:

This functionality is only available with a Data Center license.

The System fields menu option was introduced on version 8.16 when we divided fields into system fields and custom fields.
