Issue Summary

The "Learn More" link on the popup window presented while archiving an issue is not being redirected to the correct documentation, receiving a 404 error.

The broken link is observed when archiving the issue, and after the issue was archived:

1. When archiving:

Steps to Reproduce

1. Using a Jira 9.2.0 version (not reproduced using 8.22.2)
2. Edit any issue
3. On the menu, select <more> / <archive>
4. Observe the pop-up window presented. It does contain a link to our documentation at the "Learn More" blue link
5. Click the link
   

Expected Results

The documentation page "https://confluence.atlassian.com/adminjiraserver/archiving-an-issue-968669980.html" should be presented

Actual Results

Broken link - It shows a 404 error on the link "https://docs.atlassian.com/software/jira/docs/api/jadm-docs-092/Archiving+an+issue"

2. After archiving

When editing an archived issue, we can observe a message warning that the issue was archived, and with the same link "Learn More". The same 404 error is presented when clicking the link "Learn More"
