      Issue Summary

      Add the ability to restrict the issue types a user can create based on the project role assigned to them. Currently, the only way to implement such restrictions is by the use of a third-party app such as ScriptRunner for Jira or Workflow Enhancer for Jira.

      Without the use of a third-party app there is not a relevant validator that can be applied to the "create" transition that would restrict the operation to specific roles.

      Steps to Reproduce

      1. Access workflow for project/s in question
      2. Attempt to add a validator to the "Create" transition of the workflow in question

      Expected Results

      A Native validator should be available to restrict the transition to specific role/s and or group/s

      Actual Results

      There is not a native validator that would allow for the restriction of a transition to specific role/s and or group/s

      Workaround

      Install a third-party app to allow for the restriction to be implemented.
