Include versioning policy information about databases on the supported platforms page

Problem Definition

On the Supported platforms page we inform what are the database engines and versions supported by Jira.

Sometimes there may be questions on the actual version supported for a DB engine as each of them has a different versioning policy.
This may lead to some confusion on whether or not we support minor versions on the supported major versions we advertise as supported.

As an example, we support PostgreSQL 12.
It may not be straightforward from the document that any minor version is supported.

Suggested Solution

It would be important to add the information that any minor version is supported for each major version.
We could include links to the versioning policy of each DBMS to help administrators.
