Issue Summary
Unlicensed users without any application access can be assigned to project roles.
Since Jira Software users can't do anything without a license (unlike JSD where there are portal users), it's counterintuitive and confusing that the 'Add users to a role' button in a project's Users and Roles page lets you add an unlicensed user to a role. Project admins add a user, not knowing they're unlicensed, and then don't understand why that user can't do anything.
This is more seen when customer has both Jira software and Jira service desk application on the same server and connected to the user directory including the Jira licensed users and customers (unlicensed users). If it was only Jira software, we need to deactivate the users without the application access.
Workaround
- If it was only Jira software, we need to deactivate the users without the application access.
- Plan on installing Jira Software and Jira service desk on their dedicated servers connected to their dedicated user directories to avoid running into this issue.
