Steps to Reproduce

1. Visit https://www.atlassian.com/software/jira/download-eap
2. Click on the Release notes link for 8.14
3. Visit https://www.atlassian.com/software/jira/download-eap
4. Click on the Release notes link for 8.15

Expected Results

At steps 2 and 3, the user is taken to the appropriate release notes.

Actual Results

At steps 2 and 3, the user is presented with a 404 page.
