As a Jira administrator, I want to test email template changes before deploying them to production

With the improvements introduced in JRASERVER-7266, there is no easy way to test email template changes before deploying them to production. Currently, the best way is to deploy changes to the test environment first and after the review, proceed with production deployment. Unfortunately, it creates additional overhead.
