Issue Summary
Jira admin while creating new board is not able to select "Project Lead". Jira users are not affected since they have a different window during Board creation.
This a regression in Jira 8.13.1 . The issue is not affecting 8.5
Steps to Reproduce
1- Create a Board
2- Choose 'Create a Scrum board"
3- Choose "Board crated with new Software project" Click next
4- You can provide "Project name", " Project key" BUT "Project Lead" seems tome mandatory but filed is disabled
5- Note: that after clicking on the button "Create board" to board is created.
6- The setting of the new created project show the current user as "Project Lead"
Expected Results
User can provide a "Project Lead" during Board creation
Actual Results
"Project Lead" field is disabled
Workaround
You can Edit the "Project lead" after the Board creation
1- On 'Project Settings'
2- Click on 'Users and Roles'
3- Click on 'Edit Defaults'
4- You can edit the Project lead
