Allow permissions groups to only allow certain users to applinks

currently, if I create an app link from:
JIRA > Bitbucket let's say, all users if they have developer permissions, will see the following if there is dev panel info:

Now, if I have multiple git based apps linked, I may be challenged for authentication to view the dev panel info, even if I don't have permissions to view the repo on the Bitbucket side. And even worse, if the user has never logged into this Bitbucket instance but is being auto-added to the application default group on log in, this can consume a license.
Proposed Fix:
Allow the ability to define permissible groups on the app link itself, therefor only users that actually have permissions on the back end repos will be challenged for auth, saving time, money and frustration.
