Add the ability to bulk edit a comment secured visibility

      Current behaviour
      Group A is an Originazaitional field.
      When adding a comment only visible to Group A then the member of that group leave the company. The new users who need to take over the roles are not from the same organization. So they cannot be added to Group A.
      Group B is created for these users.
      Replace Group A with Group B in the security scheme of the project/s.
      Group B won't be able to see restricted comments from Group A.

      Suggested behaviour

      Add the ability to bulk change the restricted comments of a group (e.g Group A) to whichever group desired (e.g Group B).

      Workaround

      Either:

      1. Add the new users to the same group (e.g Group A)
      2. OR make Group B a part of Group A using the nested groups' option (If using an LDAP).
