Archiving a release will not prevent it from showing up in JQL filters

Issue Summary

Steps to Reproduce

1. Create three new releases;
2. Set one as released, one as released and archived, leave one as unreleased;
3. Run the following JQL;

   Project in ("[name]") and fixVersion in releasedVersions()

Expected Results

Only what is released and not archived should be displayed.

Actual Results

Both the released version and archived released version will be displayed;

Notes

There isn't a native way to filter for archived versions. JRASERVER-66325 suggests implementing a check for archivedVersions()
