add portlets: filter dropdown is not alphabetical

When adding any portlet that involves a filter (e.g. Show saved filter), the dropdown for filter selector should be alphabetical as are other dropdowns in JIRA (and on the filters listing page itself). Just makes it easier to find the filter you're looking for.
(confirmed still an issue in 3.2)
