Unable to scroll through Voters list due to missing scrollbar.

      Summary

      Unlike When clicking on votes to view the voters of an issue, you are unable to scroll through the voters list as the scrollbar is missing. 

      Steps to Reproduce

      1. Head to an issue.
      2. Click on Votes.

      Expected behavior

      User can scroll through the Voters list.

      Actual behavior

      User is not able to scroll through the Voters list due to missing scrollbar.

      Workaround

      Head to an issue, then, click More > Voters. This will list out all the voters in the issue.
