Use case-insensitive searching for both Groups and Users

    • We collect Jira feedback from various sources, and we evaluate what we've collected when planning our product roadmap. To understand how this piece of feedback will be reviewed, see our Implementation of New Features Policy.

      When group or users to roles, etc., searching should be case-insensitive for both.  If you have a User named "Gordon, Jeff", entering "jeff" will find it.  If you have a Group named "Jeff Group", entering "jeff" will not find it.
