Hard wire values or constants in CSV Importer

    Description

      It would be good to be able to hard wire/code values of fields during import. For example bugtype if they are don't have the equivilant field in the csv file.

      From JRA-6771:
      For example, all my imports are bugs so I should be able to specify that in the import rather than update the csv to include an extra column for the issue type.
