Update the VPAT Compliance documentation to reflect Jira 7 updates

      Please update the following documentation:
      https://confluence.atlassian.com/display/ACCESSIBILITY/JIRA+VPAT+for+Section+508+compliance

      This is a requirement for the US Federal Government, and would help drive further adoption of Jira.

            I've been following this ticket which hasn't been updated, but the problem seems to be resolved: On 31 March 2019, Atlassian published an updated VPAT: https://confluence.atlassian.com/display/ACCESSIBILITY/Jira+Server+and+Data+Center+VPAT+for+Section+508+compliance
