JQL suggested is incorrect when assignee/reporter username is an email address

Summary

JQL suggested is incorrect when assignee/reporter username is an email address. When attempting to delete user account via User Management > JIRA will perform search if the user is associated to any users as Reporter/Assignee > Upon clicking the suggested JQL link below error is prompted, due to missing double quote "".

Expected Results

The JQL suggested should include double quote "" when username is an email address, for example:

reporter in ("schew@test.com") ORDER BY priority ASC

Actual Results

The JQL suggested does not include double quote"", causing error. Below suggested JQL causing error:
