JIRA Server shouldn't send an email notification when a user mentions himself when creating an issue

    Description

      I created an issue and diligently recorded an email exchange between myself and two others in its description (because they accurately described the change and the process by which we decided a change is needed complete with dates and error messages) along with Jira user references in the names of the senders and recipients of the messages. This naturally meant referencing myself a few times.

      Lo and behold, after the issue was created Jira sent me a message giving me a heads up that I had mentioned myself on a Jira issue. Silly!

      It would be better if Jira first checked if the user mentioned was the same who made the change in the first place, and omitted the email notification if the user mentioned him(her)self.
